What is the ASB Case Review?
The Anti-social Behaviour, Crime and Policing Act 2014
aims to give victims and communities a say in the way that
complaints of anti social behaviour (ASB) are dealt
with.
This includes the ASB Case Review, formerly known as the
community trigger, which gives victims of persistent ASB that has
been reported to any of the main responsible agencies (such as the
council, police, housing provider) the right to request a
multi-agency case review where a local threshold is met.
The Council's Community Safety Team is the lead agency on
ASB Case Reviews in St Helens borough.
When an ASB Case Review is requested, agencies must decide
whether the below threshold has been met and communicate this to
the victim.
The ASB Case Review Threshold in St Helens
You can request an ASB Case Review if one or more following
three circumstances apply:
• You have reported ASB on three occasions in the last six
months and you consider that no action has been taken.
• Five individuals have made reports about the same problem
in the past six months and no action has been taken.
• You have reported one hate incident in the last three
months and no action has been taken.*
* Note: the ASB or one incident of hate must have been reported
to an agency (e.g. St.Helens Borough Council, Merseyside Police or
Registered Local Housing Provider) within one month of the alleged
behaviour taking place.

What can I expect?
Once you have submitted an ASB Case Review request, we will
acknowledge receipt as soon as possible, within 10 working
days.
The Community Safety team will then conduct an initial review of
the information that you have provided along with details held by
partner agencies against the ASB Case Review threshold to determine
whether it has been met. On conclusion of the review you will
be informed of the outcome of this action within 10 working
days.
If your case meets with the ASB Case Review threshold, partner
agencies will then look at your case and discuss what action has
and may be taken to resolve the issue. We will contact you
within a further 10 working days to let you know the outcome and of
any further action that may be necessary.
The partnership is required to publish annually the number of
ASB Case Review requests it receives.
